Horrified neighbours raised the alarm after discovering the decapitated head on ground outside their block of flats, police said.
A 40-year-old man, whose name has not been released, has been arrested and is helping police with their inquiries.
Officers say the two men were drinking together at a flat in the block on New Year’s Eve when they fell out and one attacked the other with the knife.
He is alleged to have decapitated his rival and tossed the head out of the window in the city of Veliky Novgorod in north-western Russia’s Novgorod Oblast region.
He reportedly tried to flee the scene by climbing on to a neighbour’s balcony, but was spotted and reported to police.
Veliky Novgorod, also known as Novgorod the Great, is one of the most important historic cities in Russia and a UNESCO World Heritage Site.
At its peak, during the 14th century, the city was the capital of the Novgorod Republic and one of Europe’s largest cities.
