Charlie Hagan, 38, and Joseph Critelli, 49, were arrested last week for child neglect after their daughter 'somehow ingested heroin' while they were staying at her mother's home.
Hagan told police she also overdosed from the deadly opiate the week before.
The unnamed baby's grandmother filed an emergency petition obtain custody her granddaughter on June 30 after Hagan overdosed.
She was denied and the 11-month old overdosed on July 2 according to the Palm Beach Post.
Critelli is a licensed pharmacist and is currently not practicing while Hagan is an unemployed nursing and medical assistant.
The arrest report reveals Critelli and Hagan noticed the little girl acting 'fussy' on the night of the overdose. The father tried to put her back to sleep but noticed she wasn't breathing properly, making a 'raspy' sound.
Someone else in the house who was a registered nurse gave the baby CPR and called 911.
The hospital at St. Mary’s Medical Center in West Palm Beach gave the girl two doses of Narcan to 'revive the child back to life' according to WPTV.
Her uncle Cliff Haas told WPBF the nearly fatal incident could have been avoided entirely if the grandmother was given custody after Hagan's June overdose.
He told the station: 'If the system would have worked, we wouldn’t have this problem right now.'
'We wouldn’t be in the situation we are. Just got to take it and deal with it.'
The parents were arrested on September 21 and were released on a $3,000 bond.
