The driver identified as Cheng, hit the young victim, surnamed Lin, while she was riding a motorbike to work last Wednesday in Yunlin County, western Taiwan.
Ms Lin had been engaged to her boyfriend of two years, and the couple were to marry next year.
The woman was pronounced dead after being rushed to the hospital.
The report claimed that Mr Cheng had 38 micrograms of alcohol per 100 millilitres of breath at the time, and was deemed drink driving.
Mr Cheng attended Ms Lin’s funeral on November 6 after getting approval of Ms Lin’s family.
To express how sorry he was, he decided to crawl all the way to Ms Lin’s funeral hall.
The driver has been charged with a crime against public safety, said the report.
